REQUEST FOR APPLICATIONS: FY 2019 CoC Local Application Process
The Department of Housing and Urban Development (HUD) opened the FY 2019 CoC Program Competition Wednesday, July 3, 2019, and will close on Monday, September 30, 2019 at 8:00 PM EDT. Homeless Services Network (HSN) of Central Florida is the collaborative applicant for Continuum of Care FL-507 (incorporating the counties of Orange, Osceola, and Seminole). You may return to this page at a later date to view the completed regional application along with project acceptance and ranking. More information on the HUD CoC Program Competition can be found on the HUD Exchange website.
HSN will open CoC FL-507’s Local Application Process for the HUD CoC Program Competition on July 28th 2019. Below you will find the approved timeless for this year’s application process followed by the Local Request for Funding Application (RFA) and supporting documentation. This section pertains to the region’s submission to HUD
This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2018 Continuum of Care (CoC) Program. HUD is making available approximately $2.1 billion in Fiscal Year 2018 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
The FY 2018 CoC Program Competition opened on Wednesday, June 20, 2018. The region’s application to HUD must be submitted by Tuesday, September 18, 2018.
As the collaborative applicant for the Central Florida Continuum of Care (CoC FL-507), the Homeless Services Network of Central Florida is responsible for preparing and submitting the region’s response to the NOFA (application to HUD).

Orange County – Supportive Services for PSH
Please find the Request for Applications (RFA) for the Orange County – Supportive Services for Permanent Supportive Housing (OC-SSPSH) Program posted below. The RFA is intended to provide guidance to interested parties regarding the funding application process.
Applicants selected for funding through this RFA process will provide case management and other supportive services to individuals/households experiencing chronic homelessness in Orange County in 2016-17, as part of the Central Florida Continuum of Care’s region-wide response to homelessness.
Selected information about the RFA process:
- Expected 1 to 3 awards of funding to be made through the RFA process
- Award amounts expected to total $450,000
- Highest award amount expected to be at least $360,000
- If additional awards are made, each would likely fund salary and benefits for 1 FTE case manager

Thank you for your interest in the 2016 Central Florida Continuum of Care application process. An Amended Request for Applications (RFA) is available below to provide guidance to interested parties on the application process.
- FINAL Regional Application for CoC Program Funding – This Final Application replaces the Interim Application published originally. The Final and Interim Applications are closely related. However, the Final Application includes additional items intended to ensure that information requested by HUD is captured, as well as modifications for the sake of clarity.
- Amended Request for Applications (RFA) – July 27, 2016 – Due to the fact that HUD has released some details related to its own application process later than originally anticipated when the CoC set its own internal application timeline, the RFA has been amended to remove the requirement that applications be submitted in Webgrants. Completed applications may instead be emailed to hsngrants@hsncfl.org. The amendment also includes some related adjustments to the RFA timeline. (This Amended RFA replaces the original RFA issued July 15.)
