- Promote a community-wide commitment to making homelessness rare and brief;
- Provide funding for the work of nonprofit agencies and state and local governments to quickly rehouse homeless individuals and families;
- Help homeless adults with disabilities, people fleeing domestic violence and human trafficking, and homeless youth and young adults;
- Promote self-sufficiency among those we help.

Homeless Services Network, Central Florida Commission on Homelessness announce HUD CoC Builds funding opportunity
Release date: Aug. 19, 2024
Submissions due to [email protected] no later than Monday, Nov. 4,2024, at 5 p.m.
Note: Due to the devastating impact of Hurricane Milton on Central Florida, HUD has granted FL-507 an extension on the die date for the FY24/25 CoC NOFO submission. Our regions new deadline for submission to HUD is December 4th.

For the first time, HUD has published a CoC Builds Notice of Funding Opportunity. This unique grant will support capital costs associated with a project that will provide housing for people referred through the Continuum of Care’s Coordinated Entry (CE) process. For Orange, Osceola and Seminole counties, those referrals will most likely be for people experiencing chronic homelessness, so applicants are advised to apply for projects accessible to that population.

Some highlights of the NOFO and an Aug. 14, 2024, HUD webinar on the program include:

The Central Florida Commission on Homelessness is eligible to submit one, and only one, application. That application can be for up to $7.5 million.

Applicants may include local governments, special districts, public housing authorities, and nonprofits. Other eligible applicants are outlined on page 17 of the NOFO. IMPORTANT NOTES: For-profit developers cannot apply. A non-profit applicant cannot name a for-profit as a sub-recipient. A non-profit applicant can have a for-profit development contractor if the selection process complies with the Office of Management and Budget Super-Circular requirements.

HUD anticipates making only 25 awards across the country, and HUD’s scoring will favor projects that have site control, secured funding, etc. A project currently under development that is expanded or adjusted to accommodate the requirements of this NOFO, with set-aside units exclusively for Coordinated Entry referral, is likely to be favored by HUD in the selection process.

Project start date should be no later than Oct. 1, 2025, and end date should be no later than Oct. 1, 2030.

HUD has encouraged conversion of existing structures, especially hotels and office buildings.

The project applicant must demonstrate experience with at least four projects of similar scope and size.

The project applicant must demonstrate experience managing at least four projects with tenants who had experienced homelessness.
The application process:

Interested applicants will submit a completed application as outlined in the HUD NOFO to [email protected] no later than 5:00 p.m. on Monday, Nov. 4.

HSN will facilitate a review/scoring process in which applications are reviewed by neutral parties.

The Central Florida Commission on Homelessness Managing Board (CoC Board) will approve the selection of one project for the CoC to submit to HUD on behalf of the CoC FL-507 region. The application must be submitted by HSN as the region’s CoC lead agency no later than Nov. 21, 2024.

Although HSN is required to submit the application on behalf of the CoC, any contract with HUD on this program will be directly with the applicant and not with HSN.
Interested parties are encouraged to read the NOFO and watch the CoC Builds webinar hosted on Aug. 14 once HUD has published the recorded video. (This post will be updated with the link once it’s available.)
Since this is HUD’s first NOFO of this type, HSN anticipates that additional guidance may be published prior to the application deadline and shared with CoC lead agencies. Interested parties are also encouraged to notify HSN of their interest by sending an email to [email protected] with the subject line “CoC Builds Interested Party” so that HSN can keep all potential applicants updated with relevant information.

This section pertains to the region’s submission to HUD
This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2018 Continuum of Care (CoC) Program. HUD is making available approximately $2.1 billion in Fiscal Year 2018 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
The FY 2018 CoC Program Competition opened on Wednesday, June 20, 2018. The region’s application to HUD must be submitted by Tuesday, September 18, 2018.

Orange County – Supportive Services for PSH
Please find the Request for Applications (RFA) for the Orange County – Supportive Services for Permanent Supportive Housing (OC-SSPSH) Program posted below. The RFA is intended to provide guidance to interested parties regarding the funding application process.
Applicants selected for funding through this RFA process will provide case management and other supportive services to individuals/households experiencing chronic homelessness in Orange County in 2016-17, as part of the Central Florida Continuum of Care’s region-wide response to homelessness.
Selected information about the RFA process:
- Expected 1 to 3 awards of funding to be made through the RFA process
- Award amounts expected to total $450,000

2016 Regional Request for Applications (RFA) Final

Thank you for your interest in the 2016 Central Florida Continuum of Care application process. An Amended Request for Applications (RFA) is available below to provide guidance to interested parties on the application process.
- FINAL Regional Application for CoC Program Funding – This Final Application replaces the Interim Application published originally. The Final and Interim Applications are closely related. However, the Final Application includes additional items intended to ensure that information requested by HUD is captured, as well as modifications for the sake of clarity.
- Amended Request for Applications (RFA) – July 27, 2016 – Due to the fact that HUD has released some details related to its own application process later than originally anticipated when the CoC set its own internal application timeline, the RFA has been amended to remove the requirement that applications be submitted in Webgrants. Completed applications may instead be emailed to [email protected]. The amendment also includes some related adjustments to the RFA timeline. (This Amended RFA replaces the original RFA issued July 15.)

Please note that all meetings of the Governance Committee are open meetings to all CoC members. If you are not already on the Governance Committee, or just aren’t sure, and want to be included in these meetings, please send an email to [email protected] with “include in governance meetings” in the subject line and you will be added to the calendar invites.
Likewise, for jurisdictional representatives, if you are not sure you are on the governance committee already please send an email to [email protected] with “include in jurisdictional meetings” in the subject line and you will be added to the calendar invites for those meetings.
