The Homeless Services Network of Central Florida announces the FY 2023 CoC local application process

Local Application Deadline: Aug. 21, 2023, at 5 p.m.

Below you will find the local Request for Funding Applications (RFA) for new and renewal projects as well as the supporting documentation, including the approved timeline. If you have any questions, you can email application@hsncfl.org This local application process is a key part of the collaborative submission to the Department of Housing and Urban Development (HUD) for the FY 2023 Continuum of Care program competition, which opened on July 5, 2023. HUD’s competition will close on September 28, 2023. Homeless Services Network of Central Florida is the collaborative applicant for the Continuum of Care FL-507 (incorporating the counties of Orange, Osceola and Seminole). You may return to this page at a later date to view the completed regional application along with a list of the projects that were accepted and their ranking. More information on the HUD CoC Program Competition can be found on the HUD Exchange website.

The Homeless Services Network of Central Florida issues Requests for Proposals for Permanent Supportive Housing Services

Application due date: May 5, 2023.

In its capacity as the lead agency for the Continuum of Care FL-507, HSN expects to have several funding opportunities over the next two years for new, renewed and expanded services for scattered-site Permanent Support Housing (PSH) programs, including:

  • Housing stability case management (to include intake/assessment and navigation)

  • Employment services

  • Peer support

  • Housing navigation

HSN will make funding available for projects that use the Housing First philosophy; emphasize rapid exits from homelessness; emphasize stable, permanent housing as a primary goal; and move the Central Florida community closer to making homelessness rare, brief and non-recurring.

This section pertains to the region’s submission to HUD

This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2018 Continuum of Care (CoC) Program. HUD is making available approximately $2.1 billion in Fiscal Year 2018 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

The FY 2018 CoC Program Competition opened on Wednesday, June 20, 2018. The region’s application to HUD must be submitted by Tuesday, September 18, 2018.  

As the collaborative applicant for the Central Florida Continuum of Care (CoC FL-507), the Homeless Services Network of Central Florida is responsible for preparing and submitting the region’s response to the NOFA (application to HUD).

Orange County – Supportive Services for PSH

Please find the Request for Applications (RFA) for the Orange County – Supportive Services for Permanent Supportive Housing (OC-SSPSH) Program posted below. The RFA is intended to provide guidance to interested parties regarding the funding application process.

Applicants selected for funding through this RFA process will provide case management and other supportive services to individuals/households experiencing chronic homelessness in Orange County in 2016-17, as part of the Central Florida Continuum of Care’s region-wide response to homelessness.

Selected information about the RFA process:

  • Expected 1 to 3 awards of funding to be made through the RFA process
  • Award amounts expected to total $450,000
  • Highest award amount expected to be at least $360,000
  • If additional awards are made, each would likely fund salary and benefits for 1 FTE case manager

The HUD NOFA is upon us!  Almost 3 months earlier than last year!
Please note that all meetings of the Governance Committee are open meetings to all CoC members. If you are not already on the Governance Committee, or just aren’t sure, and want to be included in these meetings, please send an email to carmen.lewis@hsncfl.org with “include in governance meetings” in the subject line and you will be added to the calendar invites.

Likewise, for jurisdictional representatives, if you are not sure you are on the governance committee already please send an email to carmen.lewis@hsncfl.org with “include in jurisdictional meetings” in the subject line and you will be added to the calendar invites for those meetings.
